father-in-law is in chinatown sro, too. my father-in-law's building had this bed bug infestation. when he goes to bed, all the bed bugs come out at night. so he got bitten pretty badly all over the neck, the head. he reported to the manager. the manager just did a real routine thing about the bed bugs. so my father-in-law went to chinatown cdc for help. so that was brought to the attention of the health department. so he couldn't even sleep well at night. so we are really hopeful that the legislation will help people to understand how they are treated and get better. we are living in a pretty bad situation once you have bed bugs. so we hope that we could get this legislation done really fast, so things will get better for us. we thank the supervisors to put such an emphasis on improving the environment for us. thank you. >> thank you. i'm going to call up a couple more name cards. it is not a category that one can file on currently. that's what this law does is make it a category that a person can come and file a petition about. so that is sort of circular logic and i wanted to correct that for the record. it is really important, in fact critical, that tenants have this administrative remedy for the issue of landlord harassment. tenants shouldn't be forced to only use the courts, especially low income tenants who don't have a lot of resources may also have language access issues and disabilities and other things that make it really challenging. the harassment issue is, in fact, a loophole. it is used as a tool to get around our very strong tenant protections that ensure that people are not evicted without cause, without just cause. harassment is, in fact, not a just cause. and so it should be amended to the rent ordinance so that essentially it is seen as another reason why it would be unlawful for a landlord to evict. that's simply what we're saying through doing this, is that a landlord cannot evict a tenant out of their home by a harassment and i am for one tired of see

the city's parking enforcement laws under the business and tax code. it reduces the bonding requirement for operators that have a strong record of tax compliance and simplifies the bonding categories. additionally, the legislation includes other clarifications and administrative changes that ms. florence mar who manages the business tax section of the treasurer and tax collector's office will present on. supervisor campos introduced this legislation after hearing from small parking operators that were having a difficult time meeting the high bonding requirements and larger operators that have operated in good faith with a proven record of responsible third-party tax collection. the sfmta has informed us that their staff has reviewed the legislation and has no concerns and chris schulman is here from the office of small business who will represent the small business commission's findings. i'll now turn over the presentation to ms. mar. thank you. >> good afternoon, supervisors. florence mar, tax director of the office of treasurer tax collectors. we'd like to thank supervisor campos for

for the successful passage of colorado's fair employment law land serving on naacp denver and colorado boards. in the mid-50's his father threatened to cut off his college tuition if he did not end his political involvement. as howard remembered it my dad put a couple of checks on the dining room table. the checks for the next year's tuition and said get out of activism and you can have those checks. and this is what howard did. i tore them up in his face, and that was the end of my college education, and it was at that time that howard became a labor activist. howard moved to san francisco in 1967, with his lover, roger. he continued to work in the antiwar movement as a organizer in opposition to the vietnam war and staff organizer for the national peace coalition. his efforts and those of other progressive activists to bring into the movement -- to bring labor into the movement were very successful when the northern california labor councils were the first to actually oppose the vietnam war. with the rise of an organized movement in the gay community in the early 1970's, howard founded the

, the mother-in-law for our on again, off again, on again deputy clerk da clerk kayn gay. secondly, if we could, on behalf of the entire board of supervisors, i'd ask if we could adjourn today's meeting in memory of former san matillo county supervisor mike nevin. mike was a very good friend of mine, someone who i looked up to a great deal, someone who i really saw as a role model in this job. prior to entering politics, mike was a 27 year member of the rising to the level of inspector. he then, in his adopted home of daly city, joined the daly city city council, served there for 10 years, serving as mayor for two years. he then stepped up to the san matillo county board of supervisors and served on that board for 12 years. in his collective 10 year at both daly city city council and county board of supervisors he served on a variety of regional agencies, mtc, caltrain, bay area management district, you name it, he probably served on it. what i got to know him well on was transportation issues. when i had the pleasure of serving at the caltran board where supervisor cohen is now, and it could o

, and as a matter of law, in san francisco, 120 toñjp 150% of area median income is middle class. so why on earth would anyone would try to strip out the reference to that income range6 as being middle class is something that i don't really understand. i also do not think that the mayor's office of housing has indicated that 120 to 150% of ami is upper middle income housing. when i did a hearing earlier this year about middle class housing there was a particular mayor's office office of housing, as upper income housing. they did not do that and its presentation never indicated that, and to do that would have been i think inaccurate. colleagues it is clear that 120 to 150% of ami is middle income housing we should not be string this out and send that terrible message to the people of san francisco. >> president chiu: supervisor olague -- and before you respond, supervisor olague, our clerk wanted to clarify that the additional language of or other available data you will make that amendment to all references where it refers to data on households earning approximately 120 to 150%. >> supervisor ol
and the federal sequester were enacted as it is in law, it would be about $26 million, in additional impacts to the city, and that's everything from hiv and aids services, homeless, cdbg funds for our community development block grants, it's a wide range of programs affecting kind of all -- sort of the whole range of social and public safety services that the federao government invests in through this city. so those are the kinds of concerns. it's a significant risk, i think. and that is why we looked so hard at other sources of funds for this supplemental. >> so the total on that would be 30, 32, and we have 15 reserve against it. so it's a question back to my colleagues, why are we doing this right now with this pocket of money? again fully support this money that. but why are we pulling from state reserves bh when we know we're getting a cut in a month and upwards of 30 million that we don't have allocated right now. that would be my question to my colleagues. >> president chiu: supervisor campos. >> supervisor campos: thank you very much, mr. president. i do want to thank supervisor kim
